There are a lot of missing episodes. In the 1960s, videotape cost a lot, so it was standard practice to re-use the tape. The practice accelerated because it was thought that no one would want to watch black and white episodes ever again, so the BBC saw fit to destroy almost its entire legacy.
It wasn’t just Doctor Who, though. Monty Python was almost destroyed, but saved at the last minute.
